Jaak graduated from Utah State University majoring in mathematics with an actuarial emphasis and a statistics minor.  He has worked with local insurance companies in an actuarial role since 2003 mainly dealing with major medical, medicare supplement, final expense whole life, and long term care products. 


Jaak currently works at the Utah Insurance Department primarily reviewing ACA plans.   ​

Dr. Peter Weir is a family medicine doctor in Salt Lake City, Utah and is affiliated with multiple hospitals in the area, including LDS Hospital and Salt Lake Regional Medical Center. He received his medical degree from Medical College of Wisconsin and has been in practice between 11-20 years. He is one of 113 doctors at LDS Hospital and one of 40 at Salt Lake Regional Medical Center who specialize in Family Medicine.​

Jim Dunnigan 

Utah State Representative, State of Utah State House of Representatives


Since 2003, Jim Dunnigan has served as a State of Utah House Representative. Representative Dunnigan currently serves as Chairman of the Business & Labor Committee and serves on the House Ethics Committee.  Formerly, he chaired Utah’s Health Reform Task Force. He has also sponsored numerous pieces of healthcare reform legislation that successfully passed into law. He continues to work hard on finding fair and reasonable ways to contain healthcare costs.

Representative Dunnigan is a licensed health producer.  He has spent thirty years specializing in the health insurance and employee benefits market.  He also owns his own insurance agency, Dunnigan Insurance. This experience gives him a unique perspective as a lawmaker. His legislative peers look to him for guidance as they craft future healthcare legislation. There is no better health-producer advocate on Utah’s capitol hill than Representative Dunnigan.​​

Rex Shipp began his career working at Morton Metalcraft as a machine operator in May 1979. He graduated in June of 1981 with a Bachelor of Science degree, majoring in Industrial Technology and minoring in business administration. Upon graduation, I was offered a management position at Morton Metalcraft and worked there until September 1987.

Since 1987, I have been working as a Financial Advisor guiding clients in the decisions of life and health insurance. I have also been involved in investment work for the citizens of Southern Utah.

Rex has been a member of many associations in this industry, including NAIFA (National Association of Insurance and Financial Advisors) where he is a past president of the local Southern Utah Association. He has also had the opportunity to own and help operate three convenience stores and three fast-food businesses, in addition to managing several residential and commercial rentals. 

Community Leadership

Rex loves his community and knows that it takes a village to raise children, create opportunities, build infrastructure, and – most importantly – cultivate widespread happiness. For that reason, He's proud to say that he has serveed when and where he can, in many leadership positions with his church, as a member of the Rotary Club for many years, even serving as president of that organization. He's a member of the SUU Touchdown Club and continues to look for ways to support SUU students.

Tanji Northrup

Deputy Insurance Commissioner


Tanji Northrup has over 27 years of experience working in health insurance in both the public and private sector, and is currently the Utah Assistant Insurance Commissioner.  As Assistant Commissioner, she is responsible for the implementation state and federal health care insurance reform efforts, regulation of health, life and annuity products and oversees producer licensing.  She represents the Utah Insurance Department on legislative issues, task forces, and committees in addition to health insurance committees at the National Association of Insurance Commissioners.  Ms. Northrup is a key advisor to the Governor’s Office, the Insurance Commissioner, as well as members of the Utah Legislature regarding health insurance related issues.  Ms. Northrup received her Bachelor of Science Degree in Business Management with an emphasis in finance at Westminster College.   ​

Morissa Henn works at the intersection of public health and healthcare delivery to improve the well-being of families and communities. At Intermountain Healthcare, she serves as Community Health Program Director, providing system-level leadership on suicide prevention and implementing strategies across the Community Health portfolio. Morissa began her career in New York City focusing on the special challenges children face as a result of poverty, lack of access to healthcare, and catastrophic events. Her roles included serving as chief of staff at the non-profit Children's Health Fund, a consultant at Manatt Health Solutions, and an advisor in the NYC Mayor's Office. Morissa completed her Bachelor’s Degree in Community Health and American Studies at Tufts University, her Masters of Public Health at Columbia University, and her Doctorate in Public Health at Harvard University. ​

Marc Briggs is the UnitedHealthcare Medicare Advantage Plan CEO with responsibility for the Individual Medicare Advantage products for Utah, Idaho and Nevada. Marc joined UnitedHealth Group through acquisition when Sierra Health Services, Inc. was acquired by United in February of 2008. 

Marc worked in various finance roles at Sierra, a publicly traded company listed on the NYSE, including Senior Vice President and Chief Financial Officer, a position he held when the company was acquired by UnitedHealth Group.  Post-acquisition, Marc moved into the role of Chief Operating Officer for the Nevada Market, which included oversight of Finance, Actuarial Services, Claims, Member Services, Group Services, Healthcare Reporting, Underwriting, and Facilities.  Marc transitioned to his current position in January of 2012.

Prior to Sierra, Marc was the Corporate Controller for a golf course operator and developer.  Marc started his career with the public accounting firm of Deloitte and Touche in their Las Vegas office on the audit side of the operations.

Marc has a B.A. in Accounting from the University of Utah, a M.B.A. from the University of Nevada Las Vegas and was licensed as a CPA in Nevada. Marc is currently the Board Chair for the Utah Chapter of the American Heart and Stroke Association and is a Board member and Club Vice-President at Hidden Valley Country Club.
