Brian Pilling has worked in the communication field – as a professor, a curriculum developer, a trainer, a communications and sales director – for over 20 years. He has a Ph.D. in communication from the University of Utah and has presented on a variety of communication topics at international conferences and conventions. He has a passion for studying interpersonal relationships (although he does try to keep his communication ‘expertise’ and helpful hints to himself while at home, to the appreciation of his wife, Nicole)) He loves theatre and the arts and has served on the board of directors of Wasatch Theatre Company for 19 years. And, perhaps, most importantly, he is the father of two teenage daughters about to take over the world.
Marcy M. Buckner, J.D., is the vice president of government affairs with the National Association of Health Underwriters (NAHU). In this role, Marcy manages the association’s state government affairs team, including the monitoring of activities of all state legislatures, insurance departments, and intergovernmental organizations to coordinate efforts to advance the interests of professional health insurance producers. In addition, she serves as the association’s liaison to federal agencies such as the Department of Health and Human Services, Centers for Medicare and Medicaid Services, Internal Revenue Service, and the Department of Treasury. Marcy is also the staff liaison to NAHU’s legislative management team, Legislative Council, and Legislative Council working groups.
Marcy received her Juris Doctor from New England School of Law in Boston, Massachusetts, and her Bachelor of Arts degree in Political Science and History from the College of Charleston in South Carolina.
Dr. Cheng is an Assistant Professor (clinical track) at the University of Utah’s Rocky Mountain Center for Occupational and Environmental Health (RMCOEH). Dr. Cheng received a Bachelor of Science (BS) in Medical Technology. She earned her Masters in Health Science in the department of International Health with an emphasis on complex humanitarian emergencies at Johns Hopkins Bloomberg School of Medicine. She earned her Medical Doctorate at the University of Utah and stayed for her internship in Internal Medicine and Occupational Medicine and Environmental Health residency. Her role at RMCOEH includes clinical care at the Occupational Medicine Clinic, teaching of residents and other graduate students, advancement of underprivileged students in the field of science, and research activities including work on the ongoing musculoskeletal cohorts and opioid medication usage among working populations. Her interest in teaching first started in Baltimore, MD where she taught sophomore chemistry in an inner city school. Later, she developed an appreciation for graduate level education while as a teacher’s assistant at Johns Hopkins University and at the University of Utah. In 2011, she was honored with the Paul S. Richards Scholarship for her outstanding work as a resident in Occupational and Environmental Medicine.

Clint is a regional sales director (RSD) for TASC, with a territory covering Utah and Ohio. As an RSD, he is charged with the marketing, implementation, and promotion of TASC’s services, including pre-tax benefits offerings and their entire Compliance Suite. Clint’s knowledge in areas of healthcare compliance like COBRA, ERISA, FMLA, and HIPAA—as well as a vast understanding of regulations surrounding Section 105, 106, and 125 Plans—provides an exceptional foundation from which to consult with and advise insurance companies, agents, financial advisors, and business owners.

Mike Embry - NAHU President - For the past 29 years, Mike has dedicated his career to the insurance industry, its agents and clients. In 1989, Mike founded and ran his own small benefits planning agency. Then, in 1996, Mike founded the employee benefits practice at Michigan-based Comerica Insurance Services. In 2014, Mike purchased the employee benefits practice from Comerica and opened Comprehensive Benefits, Inc. His areas of practice are small group benefits, mid-size group benefits, worksite voluntary benefits and small and mid-size self-funded plans.

Since 2003, Jim Dunnigan has served as a State of Utah House Representative. Representative Dunnigan currently serves as Chairman of the Business & Labor Committee and serves on the House Ethics Committee. Formerly, he chaired Utah’s Health Reform Task Force. He has also sponsored numerous pieces of healthcare reform legislation that successfully passed into law. He continues to work hard on finding fair and reasonable ways to contain healthcare costs.
Representative Dunnigan is a licensed health producer. He has spent thirty years specializing in the health insurance and employee benefits market. He also owns his own insurance agency, Dunnigan Insurance. This experience gives him a unique perspective as a lawmaker. His legislative peers look to him for guidance as they craft future healthcare legislation. There is no better health-producer advocate on Utah’s capitol hill than Representative Dunnigan.

Jaak graduated from Utah State University majoring in mathematics with an actuarial emphasis and a statistics minor. He has worked with local insurance companies in an actuarial role since 2003 mainly dealing with major medical, medicare supplement, final expense whole life, and long term care products.
Jaak currently works at the Utah Insurance Department primarily reviewing ACA plans.

Nancy Askerlund joined the Utah Insurance Department in 1998. In 2011, she accepted the position as Director of the Utah Insurance Department, Health & Life Division. During her career with the UID, she has had the opportunity to work in many different areas of regulatory compliance. Position’s she has held as a regulator include; Consumer Service Analyst, Market Conduct Examiner, Assistant Division Director and Division Director. Prior to joining the department, Nancy worked in the insurance industry for 15+ years.
NAHU VP of Government Affairs
Tanji Northrup has over 27 years of experience working in health insurance in both the public and private sector, and is currently the Utah Assistant Insurance Commissioner. As Assistant Commissioner, she is responsible for the implementation state and federal health care insurance reform efforts, regulation of health, life and annuity products and oversees producer licensing. She represents the Utah Insurance Department on legislative issues, task forces, and committees in addition to health insurance committees at the National Association of Insurance Commissioners.
